To study and implement in depth the spirit of the 20th National Congress of the Communist Party of China, the Plan for Comprehensive Deepening Reform and Opening Up of the Qianhai Shenzhen-Hong Kong Modern Service Industry Cooperation Zone, the Outline Development Plan for the Guangdong-Hong Kong-Macao Greater Bay Area, and the Outline for Building an Intellectual Property Powerhouse (2021-2035), the Authority of Qianhai Shenzhen-Hong Kong Modern Service Industry Cooperation Zone of Shenzhen Municipality and the Commerce and Economic Development Bureau of the Government of the Hong Kong Special Administrative Region jointly promulgate the 16 Co-operation Measures for the Development of the Qianhai Shenzhen-Hong Kong Intellectual Property and Innovation Hub.  Under the framework of “One Country, Two Systems”, the measures aim to promote the development of Hong Kong into a regional intellectual property (“IP”) trading centre, support the development of the Qianhai Shenzhen-Hong Kong IP and innovation co-operation hub, and foster the development of the Guangdong-Hong Kong-Macau Greater Bay Area (“GBA”) international innovation and technology centre.  A collaboration mechanism will be set up to promote mutual co-operation on cross-boundary IP protection, exchange and study, promotion and education, exploitation and transformation, IP trading, etc. in Shenzhen and Hong Kong, foster cross-boundary IP services and jointly develop a Qianhai Shenzhen-Hong Kong IP and innovation co-operation hub, with a view to providing strong support to the social and economic development of the GBA.
