Hong Kong is a free port. The Government of the Hong Kong Special Administrative Region (the Government) endeavours to enhance cargo clearance efficiency and expedite cross-boundary cargo flow with a view to facilitating trade. The Customs and Excise Department is responsible for providing timely and reliable cargo clearance services. Relevant measures include:
- Electronic Cargo Clearance Platforms
- Hong Kong Authorized Economic Operator Programme
- Single E-lock Scheme
- Free Trade Agreement Transhipment Facilitation Scheme
The Government also promotes the electronic submission and processing of the main trade-related
documents through the Government Electronic Trading Services and
the Trade Single Window.
