Domestic Pay Television Programme Service Licences
Domestic pay television programme services are intended or available for reception by more than 5,000 domestic households or hotel rooms in Hong Kong on payment of a subscription and primarily target Hong Kong. As compared to domestic free television programme services, of which the penetration rate is close to 100%, they are less pervasive and influential. Given that subscription to the service is voluntary, and the provision of a television programme service locking device is a mandatory requirement, sufficient safeguards are in place so as to allow a more relaxed regulatory regime.
