Hong Kong is home to a vibrant broadcasting ecosystem. Hong Kong’s broadcasting policies set out to widen programme choice and diversity through competition, facilitate the introduction of innovative broadcasting services, and enhance the city’s position as a regional broadcasting hub. The Government of the Hong Kong Special Administrative Region (the Government) adopts a facilitating and pro-competition approach to promote the use of innovative technologies and provides a regulatory environment that moves with the times.
The Communications Authority (CA) is an independent statutory body that regulates the fast-converging broadcasting and telecommunications industries in Hong Kong, in accordance with the Broadcasting Ordinance, Broadcasting (Miscellaneous Provisions) Ordinance, Telecommunications Ordinance, Unsolicited Electronic Messages Ordinance, and other relevant legislation.
The Office of the Communications Authority (OFCA) is the executive arm and secretariat of the Communications Authority, responsible for providing executive support to the CA in administering and enforcing the relevant legislation governing the broadcasting and telecommunications industries.
